わが国では、世界人権宣言及び日本国憲法に明示されている基本的人権の確立のため、人権擁護のさまざまな努力が続けられてきました。いまや、地球規模の交流時代の中で、人権の尊重がいっそう強い社会的要請にまで高まっています。

今日地球上では、かけがえのない地球環境を守ること、インターネットで世界が繋がっていること、新型コロナウイルス感染症のパンデミックを克服すること等新たな時代を迎えています。新たな人権の確立と擁護が必要です。

私たちは、すべての村民の人権を等しく保障するために、人権尊重について、ともに学び行動し、明るい民主的社会の実現を図る必要があります。

ここに、私たち村民は、21世紀の新しい基本的人権の確立とその擁護のための活動を推進し、人と人のふれあいを大切にし、いたわりの心がゆきわたる村民生活の充実した嬬恋村を築くために、「嬬恋村人権宣言」の条例を制定します。

Tsumagoi　Village　Declaration　of　Human　Rights

All　people　will　be　respected　as　unique　individuals　and　possess　the　rights　to　lead　a　plentiful，healthy，and　happy　life．We　hold　these　fundamental　rights　to　be　completely　inalienable　and　inviolable．

In　our　country，continued　efforts　are　being　made　towards　the　establishment　of　human　rights　protections　as　specified　in　the　Constitution　of　Japan　and　the　Universal　Declaration　of　Human　Rights．Presently，in　a　time　of　global　regulation　and　cultural　interchange，the　respect　of　human　rights　has　risen　to　a　stronger　societal　mandate．

On　this　earth　today，while　turning　towards　a　new　era　of　many　challenges　including　protecting　our　irreplaceable　environment，living　in　a　world　connected　by　the　internet，and　working　to　overcome　the　COVID―19　pandemic，the　establishment　and　protection　of　new　human　rights　is　necessary．

In　order　to　guarantee　the　people　of　this　village　live　equally，we　must　work　towards　an　impartial　democratic　society　and　to　educate　ourselves　about　the　respect　of　human　rights．

We，the　people　of　Tsumagoi　Village，hereby　establish　this　ordinance　known　as　the　「Tsumagoi　Village　Declaration　of　Human　Rights」to　ensure　the　promotion　of　action　on　behalf　of　these　new　fundamental　human　rights　for　the　21^st　century　and　their　protections　as　established　in　the　constitution，make　more　important　the　interconnectedness　of　individuals，and　to　create　a　Tsumagoi　Village　where　all　people　can　live　full　lives　with　a　sympathetic　heart．

(基本的人権)

第1条　村民は、すべての基本的人権の享有を妨げられません。基本的人権は、侵すことのできない永久の権利として、現在及び将来の村民に与えられます。

Article　1．The　people　shall　not　be　prevented　from　enjoying　any　of　the　fundamental　human　rights．These　fundamental　human　rights　shall　be　conferred　upon　the　people　of　this　and　future　generations　as　eternal　and　inviolable　rights．

(個人の尊重)

第2条　すべての村民は、個人として尊重されます。生命、自由及び幸福追求に対する村民の権利については、公共の福祉に反しない限り、村政の上で、最大の尊重を必要とします。

Article　2．All　of　the　people　shall　be　respected　as　individuals．Their　right　to　life，liberty，and　the　pursuit　of　happiness　shall，to　the　extent　that　it　does　not　interfere　with　the　public　welfare，be　the　supreme　consideration　in　legislation　and　in　other　governmental　affairs．

(平等原則)

第3条　すべての村民は、法の下に平等であって、人種、信条、性別、社会的身分等により、政治的、経済的又は社会的関係において差別されません。

Article　3．All　of　the　people　are　equal　under　the　law　and　there　shall　be　no　discrimination　in　political，economic　or　social　relations　because　of　race，creed，sex，social　status　or　family　origin．

(参政権)

第4条　18歳以上のすべての村民は、公職の選挙において、法律の定めるところにより、選挙権が与えられます。

Article　4．Universal　adult　Suffrage　is　over　the　age　of　18　guaranteed　with　regard　to　the　election　of　public　officials，as　provided　by　law．

(生存権)

第5条　すべての村民は、健康で文化的な最低限度の生活を営む権利を有します。

Article　5．All　of　the　people　shall　have　the　right　to　maintain　the　minimum　standards　of　wholesome　and　cultured　living．

(教育権)

第6条　すべての村民は、その能力に応じて、等しく教育を受ける権利を有します。

Article　6．All　of　the　people　shall　have　the　right　to　receive　an　equal　education　correspondent　to　their　ability，as　provided　by　law．

(環境権)

第7条　すべての村民は、地球環境を守り、快適な自然空間に生活する権利を有します。

Article7．All　of　the　people　shall　have　the　right　to　protect　the　global　environment　and　live　in　a　comfortable　natural　space．

(具体的取組)

第8条　嬬恋村は、下記の事項を具体的課題として取り組みます。

(1)　子どもの人権を守ります。

(2)　高齢者の人権を守ります。

(3)　女性の人権を守ります。

(4)　障がいを持つ方の人権を守るとともに、偏見や差別をなくします。

(5)　学校、職場、地域からいじめやハラスメントをなくします。

(6)　外国人の人権を尊重します。

(7)　新型コロナウイルス感染症による感染者やその家族、関係者に対する誹謗中傷や偏見、差別をなくします。

(8)　インターネットやSNSを悪用した人権侵害をなくします。

(9)　刑を終えて出所したひとに対する偏見や差別をなくします。

(10)　犯罪被害者とその家族の人権に配慮します。

(11)　誰もが自分の性的指向・性自認を尊重され、自分らしく生きることのできる社会をつくります。

Article8．The　following　items　will　be　addressed　as　specific　issues　for　the　enforcement　of　this　ordinance．

(1)　Protect　the　human　rights　of　children．

(2)　Protect　the　human　rights　of　the　elderly．

(3)　Protect　the　human　rights　of　women．

(4)　Protect　the　human　rights　of　people　with　disabilities　and　eliminate　prejudice　and　discrimination．

(5)　Eliminate　bullying　from　schools，workplaces，and　communities．

(6)　Respect　the　human　rights　of　foreigners．

(7)　Eliminate　slander，prejudice，and　discrimination　against　people　infected　with　the　new　coronavirus　infection，their　families，and　related　parties．

(8)　Eliminate　human　rights　violations　that　abuse　the　Internet　and　SNS．

(9)　Eliminate　prejudice　and　discrimination　against　people　released　after　criminal　sentencing．

(10)　Consider　the　human　rights　of　crime　victims　and　their　families．

(11)　Create　a　society　where　everyone　can　live　in　their　own　way，respecting　their　sexual　orientation　and　gender　identity．

This　ordinance　will　come　into　effect　on　the　day　of　promulgation．
